The spec answers a question most organizations have never asked explicitly: of everything we say and write, what exactly must mean the same thing everywhere — and what may legitimately vary by unit, region or level? Compactness is the discipline: a spec that tries to fix everything fixes nothing, because nobody can hold it. A good spec is short enough to be used in real translation work and explicit enough to settle disputes about what a term commits the organization to.
